Angry Trim pump problems / Slow To No UP

I have a 1990 scarab cv / my trim pump will pull my outdrive down fast and quiet, but up is vary slow almost not there. The pump spins at a higher rpm and will make horrible sounds, it will aerate the oil (30w). I rebuilt the rams because the seals were rock hard and the oil was milky (water may have leaked past the old seals). It has been this way seance I have owned the boat, still working out problems 1 1/2 later and no good runs yet. Almost there! Should I try to reversing the lines? I know the seal are in right and the rams are free. What should I look for / also is up @ down the same pump just reversed? Why up @ not down.

up has higher pressuree than the down port. hense trim up. switch as an aide to diagnose . sounds like a bad trim pump.

If it is a problem with the pump are they rebuildable? If so any ideals on what the cost of the kit should be, this is on the fuild side and not the motor. Thanks Kyle
