If you have recently pulled the lower unit for a water pump replacement, check the shift linkage. There is a little tang that should be pointing forward. If this was off when you re-installed it, it will lock up on you. also could be coming from the washer that fits on the shift linkage from the lower unit.
This is coming from an alpha one guy!

Might also try this ... pull the back cap off of the out drive, and check/clean/grease the spring loaded ball/detent mechanism. It can get packed with crap, and hang up.
