Default Trouble shoot a 96 5.7 2 barrel, ANY Thoughts?

Ok this year I have fresh fuel, new filter, tune up, plugs, cap rotor.

Motor still develops a skip above 3000 rpm, tach goes all over the place the rest of the gauges are fine and motor cuts in and out. Below 2000 motor seems ok.
Can be hard starting at times and I think carb floods easy floods. (smell gas)

Which way do I go next Electrical or Carb? Any thoughts would be helpful.

Any way to test a coil?

Disconnect the tach at the coil and take for a test run, could be the tach causing the problem

A bad coil will fail at higher RPM first. Swapping in a known good one to check will take about two minutes.

With the symptoms stated I would try this first too. Have seen and heard exact same symptoms with tach being the problem a handful of times. Next check would be coil, power supply, and grounds.
