looking for information in austin TX
OK the boat i am looking at is listed with a dealer. If i can find the owner i can get the boat to a price i can afford. its a yellow Stingray 230sx, named Dynomite. Its in Austin TX
even have the registation numbers, TX 9135 JX, Calling DMV to try and get guys name.

That would be called WRONG!!!!!!!!!!!!!!
Bypassing the dealer that did the work to advertise it and has a broker agreement is improper, if not illegal. The owner of the boat would be committing fraud and you would be co-conspirator. You could both be held liable.
If you can't affford it, then go find another boat
