gaffrig tach needle

My gaffrig tach stays at about 1200 rpm in the off position. I've seen a lot of others in diffrent boats that are the same, higher and lower. Is the tach bad or is that nornal? Thanks

as long as it goes back to "0" when you turn the ign on before you start the motor then its normal. 
The tach will stay in place where ever it is when you shut the engine off....so if you rev the engine up to lets say 3500rpm and turn off the key the tach needle will stay there too.
