Like the 51060 and 51060R there is no bypass valve. Most GM filters are like this due to the bypass in the engine instead of the filter. The bypass PSI is mostly irrelevant in all but startup and plugged conditions. The filters will rarely ever push oil past the bypass when running. Hook up a pressure gauge before and after the filter and check the pressure differential yourself. You will find a 4-5PSID in most cases, far from popping even the lower 9PSID bypass valves.

This really happened,a mechanic punched a hole in the oil filter to facilitate drainage, and dislodged a plastic disk that went into the oil tube and caused an oil blockage when more oil pressure was needed. Mercruiser quotes this as having happened.
