Default power steering fluid

i was doing some work this weekend & happened to check the power steering reservoir & noticed i couldnt see any fluid. i saw plenty of markings about not over filling, but this looked to be low to empty. How high should the fluid come up?

the cap should have a dipstick on it and marked for the correct level, Rob

No stick on this cap. Some funky rubber flange thing that looks like it helps prevent fluid from leaking from cap.

I will look again for some markings on the exterior of the housing, but i didnt see anything on the first look over.
