ethanol / water mix will phase separate as more water is added. the water rich phase on the bottom won't burn, but the phase on the top which will have less ethanol than the original mixture as well as less water will be fine to burn in normal stuff - especially if diluted with more fuel or if dry alcohol is added to further increase the water carrying capability of the fuel. not much different than putting drygas in your tank to run water through that builds up from condensation.

burn the stuff onthe top, let the bottom evaporate in a can or something and throw the remaining sludge away. no worries... if you;re worried about what to do with the very little bit left after the water and ethanol evaporate from the bottom 9mailny water) layer, then mix it with motor oil you talk to the recycle station. it'll get blended into fuel oil and burned in a powerplant to recoup the btus from the oil...

Unless you need a new lawn mower or a new engine in your car don't burn it there either. Have it disposed of properly, there are people that do that.
