Pull one of the lower float bowl bolts and see if their is fuel in the float bowl,if their is then you may have a hole in the diaphragm of the accelerator pump or a bad metering block gasket..you will need to remove the float bowl and metering block to replace anyways,replace all gaskets..

A bad powervalve would make it load up and run crappy at low rpms. At WOT it would run fine if the plugs were not fouled.

You need to verify that the fuel pump is working as eddie said. It could also be cracked pick up tube inside the fuel tank.
