How do you set the timing with out the scan tool.

Use a piece of wire or a paperclip to jump out the A and B posts on the data plug. This will put it in base timing mode. You can then set the timing at 8* BTDC.

I'll have to try that also. I've been using a vacum gauge to set mine.

Should it be at idle or 1000 rpm's ?

It is actually easier to bring it up to around 1500 rpm or so. This will help stabilize the timing and make it easier to set. It will still jump around just a bit at idle. If it won't take any throttle or kills as soon as you put in the jumper wire (paperclip), then the timing is to low. Advance it a little and try again.
