Default Moisture in transom

How much is to much moisture? Just had a boat surveyed and surveyor said that on the transom there was two holes that appeared to be not sealed up well from when something was removed. He said that the moisture meter was reading damp up to about a foot from the holes. He also said that with the hammer it was sounding solid. What do you guys think? The rest of the boat was dry.
