Bravo / 454 water feed

My water pump will not draw water from a low water intake when fitted with a Mercruiser flusher FK-211 part number. Its fine with hose in water pump intake and under power.
Changing the bellows and repacing the gimbal I noted that a rubber gasket item 21 in the transom between the water pipe and the plastic water intake connector item 20 as shown in link below was missing.
Is the lack of gasket sufficient to stop the draw of water - anyone got experience of that?

You missing that gasket could result in your water system sucking air when on a garden hose. With the boat in the water you may not see that problem. Be careful to look for the gasket stuck to the back of the water neck. Sometimes its so stuck on there that it actually looks like it is part of the neck.

I'm pretty sure that drive has a nose cone on it (kind of crescent shaped). I know this is a picture of an outbaord lower unit but you will get the idea.

I would always use a large clear plastic container. Remove the prop, lower the drive into it (tilt it to fit the angle of the skeg), fill it with water and leave the hose in and running. If you race the engine, you will have to make sure that someone is watching the water level. The motor will suck the container empty pretty fast at anything over an idle.
