I use to run Imco shorties w/ skegs shortened to about 2"s on a roughly 75 mph boat. It had no ill handling effects at all.

302, on my #4 it was cut and i made it to the original length again..NO DIFFERENTS IN SPEED but handling is much better now. SO DON'T CUT THEM !!!!!
