That's the same bracket as mine and it does bolt to the top of the bell. However, I have a couple of other merc bells that don't have the spot needed to mount that so maybe you have the wrong one. Maybe do a little fabbing? Only my girlfriend knows how to post pics for me. she's not here, Sorry

was able to swing by the marina last night to verify that the bracket does bolt on back of the engine via the bell housing, (see pics). It is kinda hard to take good pictures because of the location. Hope this helps.

Stinger, do you have a Merc Trans ll or a Borg-Warner ?
Merc Trans ll should have 2 threaded holes at the top of the bell housing. That would be like in cliff's pics.
If you have a B-W trans you may need a different bracket. If you do have a B-W does it have a top mount starter with the coolers in the bellhousing ? They have another bracket which I think that one bolts to. Part #9 in this diagram.

If you have the TRS dual cooler bell than you need part #9 in the diagram also to bolt it to.

The bracket, part #9 in the diagram is bolted on with the top 2 bolts which bolt the bell housing to the engine block. Then the bracket you have bolts on to this bracket in the 2 remaining holes. Bracket #9 in the diagram is no longer availiable so you may need to fabricate one which should be fairly easy unless you can find one somewhere used.
