Default Control Panel Upgrade: Fuse holders or Breakers

I'm in the process of completley restoring a 1985 Villian II. I am having new switch panels fabricated and I have purchaces all new rocker switches. The old panel had fuse holders mounted directly under each switch. I'm wondering if I should upgrade the fuses to circuit breakers and also if I should relocate them to the bottom side of the dash to get rid of some of the clutter on the dash.

Any suggestions?
