Can I run the vacuum line from the fuel pump to the manifold or does it need to go to the carb? My holley carb doesn't have a vacuum port so I would need to run a spacer if it has to be mounted to the carb or under it.

The line must go to the carb throat, not to a vac source. It is a vent line for the fuel pump. If the diaphram leaks, the gas will go into that line, and into the carb throat rather than into the bilge. A marine carb should have a hookup for this line. If not, you can put a fitting on the flame arrestor to attach the vent line.
That line should not be hooked to a vacuum source, putting vacuum on it will affect the pump and probably pull oil from the pump inot the engine.

Thanks guys
