Default Rev limiter?

How does Merc's REV limiter work? Does it cut spark or fuel, is it easy to tell when your on the limiter?

The old carbed hp (TBIV) engines had an add on module in the ingnition circuit.

The newer carbed engines (TBV) it's in the ign module

MEFI, cuts fuel.

It's pretty easy to tell when you're on it, kind of surges,
and if you're on it real hard, a pop or two

I think I am on it then, when it gets to 5100 it seems to surge, I think I need a bigger prop.
