Default Warlock 25 SXT prop blowout

I have a strange problem with my 89 Warlock, it takes off and planes out well with either a 27 3 blade or 28 4 blade. It runs almost 80 with no issues other than a slight hop over 70. If I cruise along at 2200 rpm or so, it's fine. If I try to slow down and stay just on plane, the prop loses grip, the engine revs up and it will not hook up unless I come to a stop and take off again. Is this because of the transom notch? High drive height? It's a stock length lower with a nose cone. I understand that cats need to be moving to stay on plane but this is a pain in the rear. Should I try a drive spacer?

Mine does the same thing once you slow down it is a fine line between staying on plane and coming off of plane. I have a hard time getting on plane once she's up life is good. Might try the warlock section
