Is it bad for a boat to sit un used?

Ask if the boat was stored with the drive up or down. If it was stored in the up position the bellows may have taken a set. When the drive is lowered the bellows may kink up against the U-Joints and the spinning U-joints may cut the bellows the first time it is run.
The seawater pump will need to be rebuilt.
Check for water in the drive. Pressure test the drive before refilling it with gear lube.
Check the fuel pump for the correct pressure after it is started.
If you feel a hesitation on acceleration you may need a new accelerator pump in the carb.
You will need a new battery, oil and filter, fresh fuel and a new water/fuel filter (the old water filter may be rusting through the filter case).
Usually three years "aint no big deal".
