Boat Leveler - makes noise but doesn't move

When I press either or both switches my Boat Leveler trim tab system makes noise, but the tabs don't move.
I pressed down on the tabs and they're free. The reservoir has fluid. I don't see any leaks.
The boat has been sitting for several years.
I wouldn't think it's a switch problem since I hear the pump whirring. So, do you think it's a pump, solenoid or hydraulic cylinder problem?

Can you feel the solenoids click when you press the switch on?

No click. Just the whir of the pump.
My rigging guy just happened to have a pump/solenoid unit available cheap. So I'm going with that. The one on there now is ancient and one of the tabs that holds the reservoir has snapped off anyway. Everything else in the cockpit is new. May as well finish it off.
