I was wondering if all outboards have the same fuel to oil ratio or if there are charts that tell you for each brand

Not really, some high performace run more oil. Typically 50:1 for premix on a stock V-6 outboard fishing type motor. If oil injection is still in place it acutaully is variable, at least on the mercs.
