My current setup has vent hose running to the valve cover? or vise versa Is that a coast guard saftey requirement or a performance enhancement?

You need to be careful about the smaller flame arrestors, they don't flow much air. I called K&N and their 9" units don't flow enough air for my motor. I have a big cam and a 2.5 powervalve, a poor flowing flame arrestor will cause the power valve to close.

Not a requirement, but it is a good idea. It helps pull vapors, moisture and even a little negative pressure in the crankcase.
