How does the steering work when engine out? I looked at boat with it and you had to turn the steering a lot to get the drives to move

The steer orbital generates some flow which is why it moves with an engine not running.

But it needs a power steering pump running to be normal

Does it work with my power steering cooler also? sorry but i cant find anything on line on how you hook one up and were to get parts for it if i need some.
