Yep sounds to me like a bad solenoid, you can reverse the motor leads on the solenoid and you should then be able to put the tab down (using the up switch) making sure the motor is still operational

If you flip flopped the blue/ green wires and it works when you hit the switch UP position, the tab should be going down now. You have a bad solenoid

bad ground
bad connection at the switch
somewhere it is not getting the full 12v for the down side of the solenoid.
I had the same problem when my boat sits over the winter.I doubt the motor just went bad.

Which ones did you flip-flop? The ones from the motor, the ones from the switch or both?

Did you save the reciept? Return the boat or exchange it for a new 33.

I flipped the ones from the switch to the solenoids.
