as everyone has said put it in the second groove .the bellows has a groove cut in it and you would think that the bell goes in it .but not the case pull it toward you in the next groove and push the ring in with your fingers .i also have the tool but never use it

I spray Windex on the ring and pop it right in. The Windex works great as a lube and evaporates in seconds.

thank you guys, that's what it was I had it on the first groove why its built like that is beyond me. but I got her done( felt like a dumbass) but oh well that's what were here for is to help each other out.thanks again.
