I think shadow caster makes red underwater lights. Not the cheapest around but great quality. ( a good buddy did the mechanical design of them)

As far as red interior LED lights, here's some pictures of mine that Waves & Wheels did for me. Please excuse the poor cellphone pic quality. I need to take some better pics sometime.
