Default Slop in steering?

I have have some slop in my steering and have read a few the threads stating that the bolt should be all the way down the treads. It doesn't seem like I can get it much tighter than it is....

My question is should I it be all the way down the threads?

Do you have slop in the steering or slop in the drive? There's an important difference there.
