100 % the exact same part going from Merc to QS. No difference. Merc black boxes is what OEM dealers get when ordering thru Merc and the shops & stores that not OEM Merc dealer can get the QS parts at tad bit higher cost thru companies like Land & sea in which is owned by Brunswick / Merc / Mercruiser.

Yes, see here:
http://quicksilver-products.com/about/

And to quote part of it:
The Quicksilver brand delivers the exact level of quality as its parent brand, Mercury Marine. Quicksilver products are true original equipment manufacturer (OEM) products. In fact, the word quicksilver is another name for the element mercury. In other words, Mercury equals Quicksilver. The difference between the two brands is where they are sold. Mercury products are sold only by Mercury Marine dealerships. Quicksilver products are available in retail stores, independent marine dealerships, powersports dealerships and local convenience stores – just about everywhere marine and powersports parts, accessories and engine care products are found

Same part, different box. And if it is an oil or fuel filter it is a different color.
