When I ran locked timing, I would rev the engine to about 1200-1400rpm, and check the timing. Sometimes at idle, you might get a little fluctuation due to erratic idle and timing chain slack, etc.

I agree with Mike and Abones, locked timing really isn't the way to go. You're engine might like 31 degrees at 5000RPM, less at 4500RPM, and more at 5500rpm.

Did you try different timing settings on the dyno?

Who's name is on the engine, the builders, or dean nickersons?

Get a "starter saver" and wire it in. Mine are set to pull 20deg out till xxx RPM.
