496 HO Question - What are these and how should they be adjusted?

Get us some better pictures. I wish you were nearby, I re-plumbed both my 496's when I rebuilt them, but either way, the two black lines go to the closed cooling log. Both valves should be shut. Thats it...
How much water comes out of the tips when running with the valves in either direction?
I still dont know what you have the second line for? Drain to bilge?
