Default Power steering , hard

I have a 2001 cigarette, since I have owned it it has steered hard, I've replaced the power steering pump and helm pump , still hasn't fixed the problem, anyone have any guesses?? My next stop is a pro if not

Have you disconnected the pump from the drive, then move the drive by hand to determine if its in the steering or the transom assembly?

Sounds like a fluid flow/volume issue. Does it have an external reservoir???

Is it harder to turn at idle rpm??? How many turns of the wheel from lock to lock???
