What constitutes a "copy" of a profile could be debated. Profiles can match duration at two lifts and max lift, yet not be a copy. Maybe that's too much "Inside Baseball", but I wanted to point that out.
Andrews is a leader in the industry. As noted above, they sell software that many other organizations in the industry use to generate cam profile data. They wouldn't have a need to copy somebody's profile, but could certainly match duration and lift specs if they wanted to.
Crane isn't a standalone entity anymore. Their portfolio was purchased by Comp Cams sometime after 2010. The decision Teague made to change suppliers could have been due to parts availability rather than cost. Since Andrews is in the Chicago area, I'd be surprised if their costs of production beat what Comp could do out of Memphis, TN.

Said measurement data needs to be matched with proper cam design software by a skilled engineer before it can be used to grind a cam in a CNC grinder. Even the best measurement data contains measurement errors that need to be factored out before the design is useful.
