Default Shift interupt 700 sci

Hello Gents
i have a problem with my 700 sci fountain 42
when i connect the shift interupt on both my motors they wont rev past 1000 rpm , when we disconnect it the motor runs normal . We changed the shift interupt switch and it does the same ?
Could it be the lower shift cable ?
any ideas to help a fellow boater ?

all Bravo's and alpha s have a shift in gear switch using ECM - PCM 555 and PCM 09 and up
