Default Sticky power steering

Complete Imco full hydraulic steering everything new beginning of last season. I've put 63 hours on the boat since original assembly. Up until the winter it worked flawlessly, now I have a couple of dead spots when I'm turning. Could the filter be clogged or much junk in it to slow fluid flow down to the helm? The rams are perfect, the fluid looks great. Any ideas would be greatly appreciated so I'm not shooting in the dark and draining the whole system and starting from scratch looking for an issue I may or may not have. When I remove the rams from the drive, It swings easily from side to side. so no problem with the gimbal assembly. It does it from idle (800 rpm) up to cruising speeds (3000 rpm) when turning. I'm not turning sharp enough at rpm above that to know if it is a problem or not.

How often do these inline filters need to cleaned? Do I need to take something apart in the helm and clean it? The lines, helm, filter, power steering pump, rams were all brand new when I put this together on my 25' Daytona in March 2017.
