Default Shift Question

Silly question, but is it normal to not be able to shift the boat into drive when the boat is off and trimmed all the way up? I had some work done that involved the shift cable and just noticed this while I was cleaning the boat, and accidently knocked it back to reverse, but never have tried it before. Neutral and reverse are fine, but no forward. Boat is a 25 Baja Outlaw. Thanks!

Normal.
Bravo drives will sometimes shift without the engine running, but you are not supposed to do it.

It’s not good to shift a bravo while not running, but sometimes it will go into gear and sometimes it won’t. All that matters is that it shifts correctly when running.
