Hard shifting on 1997 Bravo 3

Thanks in advance for any help.
My Bravo 3 is shifting very hard, I've done the following steps already:
-Replaced intermediate shift cable, routed correctly no zip ties, adjusted properly.
-Control cables and control are all new as well.
-Checked the cable all the way to the cam where the fork engages the cone clutch.
-I'm not shifting when the motor is not running.
-I can physically move the cone clutch up and down to engage the gears with a screwdriver (when the fork is removed).
It's getting tight when the fork tries to engage the cone. The rod that holds the fork (cam and yoke mechanism) slides out easily. When I remove the two set screws that hold the cam to the rod, it moves very smoothly. As soon as I put the set screws in, run the engine and try to shift, its very hard. It will go into gear but I know it's way too hard. I've been around bravo drives long enough to know how it should shift. I've never pulled the gears out and according to the hash marks, they are correctly timed. My next step is to pull the gears out but I have to get a spanner wrench.
Any help would be appreciated.
