Default Corsa exhaust cutouts , again !

Sorry to bore you guys with another Corsa question but in the process of searching it seems that most of the service problems are connected to the solenoids going bad. My issue is a bit different it appears .
At the end of the last season the port actuator wasn't pulling the flap into the open position . Stb was fine . I assumed it was the dreaded time to switch out to the new 3 wire harness and new actuators.
However , I did notice that it seemed the port actuator was a little stiffer than the stbd one . (FWC 502 Magnum)
Over the winter I've been getting as much penetrating oil on the pivot shafts of both units to help them out but today I did some prep to run the engine again to get it ready and BOTH flaps are really stiff . It's like they're seizing up . If I flip the switch to go to the 'open' position I can get them to make contact and stay open by manually pulling them but there's no way the solenoids can overcome the stiffness .
Has anyone else had this problem and how did you solve it ?
Oh , yeah , I'm in very salty water but the engine is well flushed before any layups .
