I'm the guy that did the install. The sleeve came out with the outdrive. It wasn't missing just not pictured. Considering there is no water in the bellow im quite happy no water was getting in. However that fluid in there is quicksilver gear oil. I guess I need to tighten the spanner nut to see if gear oil will stop leaking.

Is outside of drive white and chalky like it’s been hot? May be unrelated, but I had a no start/no crank issue on a 6.7 Cummins and it was due to a locked up alternator. Check your accessories on front. (Cummins had serpentine belt which gave it more bite, and obviously not in a boat)

When it doesnt start does the starter click, does it act like it wants to turn the engine over but is unable to. Or is there no response at all. Could it be an electrical issue when things are hot. What happens if you were to start it on muffs with the hatch open and a fan blowing on the engine?

Yes it has the vst tank with a new fuel pump with approximately 15 hrs on it. I don't think a vst tank would stop the engine from trying to turn over. Even if I took the vst pump out it should turn the engine over.
