Default Twin Merc Io Internal Tie Bar

Why does the tie bar from the power steering casting, swivel at the yoke that's connected to the tiller arm on Port side? I have a lot of slop in mine, thought I'd just weld it?
Does the power steering assembly need to be able to pivot for some reason?

Ayuh,..... Probably to deal with trim/ tilt,.....

Tiller doesn't move up and down, they move left and right.
