counts are assumed by the signal to the iac and by ecu commanding iac closed each ‘new trip’ ie engine iff .key On.
say iac is stuck half open. When you turn key to on, iac is commanded to close. ECU assumes it closed and assigns it’s position as 0 . “Closed” . Again, most iac’s don’t have an actual position sensor.

. Start engine, if rpm still goes back too high, you have a leak somewhere.Remember engine basics, for a gasoline engine to raise significant rpm, it needs more air. Be it thru the throttle blades, IAC, or somewhere else. You need to find out where this 'too much air for idle' is coming from.

There is no 'must be' if you haven't verified it. So, physically check IAC is closed down, then unplug it. This keeps it closed because it can't receive signals from ECU unplugged.
. Start engine, if rpm still goes back too high, you have a leak somewhere.
Remember engine basics, for a gasoline engine to raise significant rpm, it needs more air. Be it thru the throttle blades, IAC, or somewhere else. You need to find out where this 'too much air for idle' is coming from.
