say iac is stuck half open. When you turn key to on, iac is commanded to close. ECU assumes it closed and assigns it’s position as 0 . “Closed” . Again, most iac’s don’t have an actual position sensor.
so essentially if ecu is commanding it to do something it must not be doing what its told. Ive tried the other throttle body entirely with iac and tps. same result. im wondering if i have a bad wire somewhere.

There is no 'must be' if you haven't verified it. So, physically check IAC is closed down, then unplug it. This keeps it closed because it can't receive signals from ECU unplugged. . Start engine, if rpm still goes back too high, you have a leak somewhere.

Remember engine basics, for a gasoline engine to raise significant rpm, it needs more air. Be it thru the throttle blades, IAC, or somewhere else. You need to find out where this 'too much air for idle' is coming from.

by closed down you mean the plunger is fully extended and seated correct?

I am 99 percent sure my IAC isnt doing what it should. im gonna verify it again after work. It HAS to be a IAC issue, everything single time ive looked at the IAC its WIDE OPEN. no where near the hole. I put the other engines throttle body on it it it was almost closed. I took it off the engine and bam.. wide open again.

SB is there anyway to pm you? says messages are full

yes. Fully extended, seated, closing off air passage to engine intake.

Okay, if this is your intake manifold, then you have a Ford type iac (#33 in pic) near the back.
