I was looking up the spec sheet on the machine shop that built the motors back in 2003. They we're bored out to 509 new JE 4.50 pistons speedpro molley rings,Crane cams, lifters 781 Heads and two 8 quart oil pans. I am trying to figure out why would they need 2 oil pans. Could they be the wrong ones they put on that's why these broke apart? Or is it because of a balancing issue (vibration)

Yes you need the windage trays. You can see where they've been beaten and bent by crank/connecting rods. Either they were put back together with broken pans or you just didn't hear them coming apart. Factory pans rarely fail from minor vibration. They build them to last, unlike some cheap aftermarket replacement.
And like said above, there is HP to be had with a good pan. And 40HP is not unusual compared to a cheap pan. It's about the cheapest HP you'll ever find.

Looks like who ever put those together kept the two new pans for themselves.

Thanks for the info. I ordered 2 pans that are made to replace the original Mercruiser Model# 19221T. They were the only place that said it replaces the OEM pan. The Oem pan is no longer made. Maybe I can have my machine shop add some welds to make it stronger. I also told them I would like to check if its out of balance. The pistons were changed so it should have been balanced. At least that will will be out of the way. As for a extra windage tray. That came out in the gen 5 version.
