Oil pan baffle

I was looking up the spec sheet on the machine shop that built the motors back in 2003. They we're bored out to 509 new JE 4.50 pistons speedpro molley rings,Crane cams, lifters 781 Heads and two 8 quart oil pans. I am trying to figure out why would they need 2 oil pans. Could they be the wrong ones they put on that's why these broke apart? Or is it because of a balancing issue (vibration)

My machine shop finally stripped down my engines for refresh. We found in both oil pans the baffle broke part into pieces. Crankshaft everything looks ok except he feels that the pieces possibly could have blocked part of the oil pick up.. there could be the reason for less oil on top of engine
Is there a reason for them. Do i need to change the oil pans? Thanks in advance.

Yes you need the windage trays. You can see where they've been beaten and bent by crank/connecting rods. Either they were put back together with broken pans or you just didn't hear them coming apart. Factory pans rarely fail from minor vibration. They build them to last, unlike some cheap aftermarket replacement.
And like said above, there is HP to be had with a good pan. And 40HP is not unusual compared to a cheap pan. It's about the cheapest HP you'll ever find.
