Default Water in K-Plane Trim Tab Pump

I have water getting into my K-plane trim tab pump some how. I have checked fittings on the lines and they are tight. Any ideas as to what would cause water to get into the pump?

Only place for water to get in is a hose or a ram seal

Can't really tell if there is water in the reservoir from pic. Looks foamed from maybe low oil level.
If actual water in there disregard.

It's definitely milky and filled right up to the bottom of the filler neck. Anyone know if they sell a seal replacement kit for the ram? These are the only parts that I could find K Plane Trim Tabs & Accessories

Or, maybe try a local hydraulic shop.
