Default gear ratio vs. prop pitch

At what point is prop pitch too large and you should be looking to change to lower numerical gearing?

On the other hand, lets say a boat runs a 1.36 gear w/ a 23- 25 pitch prop, should this boat be running 1.5 gears w/ a larger pitch prop?

I guess what I'm wondering is if there is a range of prop pitches that are considered to be the best as far as all around performance is considered? No bad tendencies (bad planing, poor midrange, doggy top end)
