Default Mercathode.... Should I pull the plug?

Just installed WPM external steering and Imco Exteme Advantage lower on my bravo I. I noticed while doing some wiring that there is power to the mercathode always.... Does this drain the battery? If I have removed the anode on the lower is there any need to keep the anode on the leading edge of the upper cavitation plate? I boat in fresh water and rarely keep it in the water overnight except for occasional one week houseboat trips. Thanks in advance for the replies!

The mercathode draws no current in the air. There is only the slightest draw when in the water and the water makes a connection between the wire and the plate.
