Default carb, fuel question

My brother bought a 21ft ski boat a couple of days ago and is having a problem with it.

Heres what it is. If you open it up all the way, max rpms is 3000. If you pump the gas continously, you can get it up to 4000. What could be causing this? He pulled the carb apart, cleaned it and put a new accelator pump in it. Same problems. Fuel pump? any ideas?

What size carb is he running? He could be putting to much Fuel and Air to the Motor, and it may not be able to keep up.

Sounds like the jets have a problem. When you pump the accelerator, you are adding fuel. The fuel probably is not getting through the main fuel system. It could be a fuel supply problem, but it seems to get enough if you add fuel with the accelerator, so I would begin with a carb rebuild.
DO NOT RUN THE ENGINE AGAIN WITHOUT SOLVING THE PROBLEM!! It is too lean and severe damage can occur if you run it this way!!
