A single plane intake manifold will perform as well with a slightly smaller carb (4150) than a dual plane manifold with a larger carb (4500). I would guess that you are running a single plane intake, what flange does it have on it?
If you don't have an intake manifold yet, you should run a dual 750 carb tunnel ram for maximum performance. It's superior (25-40 horsepower) to any single plane, single four barrel intake manifold and carb set up.

Dennis, the manifold has a dominator flange. However I do have a 4150 from the carb shop that flows around 950 cfm. I know they make an adapter to go from a 4150 flange to a 4500, but do they make one to go from a dominator flange to a 4150 ? do you think that will work ?

An 850 Holley double pumper marine carb with an electric choke would be nice at the launch ramp. It would also be jetted correctly (or very close) as it comes from Holley and probably work well for your application right out of the box.
The 950 might give you a little more power (5-10 horsepower) if you can get it calibrated right.
The Dominator would probably make the maximum amount of horsepower at 5000 rpm and higher but would you run the engine at that rpm very much?
It would probably run a little sloppy (rich) at low and mid range speeds, fouling plugs, and messing up the transom with soot.
The 850 would run much smoother and cleaner below 5,000 rpm.
I am sure you could find some kind of an adapter.

Teague sells a 4150 to 4500 adapter and vice versa. Same part just flipped over. Pg. 35 of the catalog or
