When I have a blower in my HTM I had to upgrade the fuel lines all to 1/2 inch. A HV mechanical pump should work fine with a blower that size. The jetting sounds low I would have nickerson prep the carb.

My first thought is to small of fuel lines and change the distributor

jets sound small. i run 90's in all four corners of dual 650's on a 468 with an 871 supercharger, and i run manifold referenced power valves.
blown engines starve for fuel going through mid-range, and can go lean. fuel line sounds too small also, i run 1/2" from tank to carbs.

In my opinion a 3/8 fuel line is kind of small for a blower motor of that size and hp
The fuel tank is where I would look first. I had a 27' Mach 1 with a 454 and a 250 B&M on oval port heads with a Holley high volume/high pressure mechanical pump and a blue regulator set at 7lbs. That combination would pull strong to 6200. The line running to the pump was 1/2".
