Default slack in steering

I've noticed the steering on my 98 Hammer has excessive slack in the steering, but only at the steering wheel. I've checked the outdrive for slack, but it only moves slightly. The steering wheel moves more than a quarter of a turn, even when on the water.

The power steering pump appears working fine, belt is good but I can't find any adjustments at the steering wheel or the transom.

also, I've applied Marine-Tex to a few chips and scratches but wonder how or what can be applied to make it blend in with the gel-coat.

any suggestions or assitance would be greatly appreciated
