Default Helmet - Done Up or Not?

Can anyone tell me if you are racing in an open boat if the helmet should be done up or left loose?

I've heard stories of people breaking their necks as the helmet fills with water (once you fall in) so just wondered what was the safest option.

Done up tight and fitted properly, and NEVER wear one without restraints!....... EVER
