Is racing safer today?

This has probably been disussed, and I am in no way putting down todays racing. Is racing in small circles in enclosed boats really any safer than racing offshore in open cockpit? There have been tragic losses this season and it seems that even with fewer entries the courses are too crowded for this type of racing. It has become more similar to hydros, and they have heat races with much fewer boats on the course at the same time.
Back when offshore racing was done offshore, top racing speeds were more a factor of the conditions than the actual top speed of the boats. Are there more fans now that the action has been brought closer to the fans? I think the majority of people watching have no clue who is winning and what class they are watching. They just love seeing and hearing the boats go by. If there were more staggered starts, with longer offshore courses, and a leg or two going by the fans, the fans would constantly be seeing boats, and the boats would be spread out and probably safer.
